Turn off HTML file attachments. I already have enough crap clogging up my hard drive without having to deal with crappy HTML file attachments auto-generated by Microsoft. I find unsolicited file attachments to be spam, as well as exceptionally rude.

TECHNICALLY speaking:
It is not a crime to send spam in California except to Washington State residents. It is also not a crime to send spam TO California State residents. Of course, this doesn't mean that this is acceptable behavior as my web site clearly shows.

What is going on here? Well, we have a mis-configured Mexican mail server that has been relay raped by a spammer. The true location of this spammer will never be known. Why?
1: In my experience, Mexican ISP administrations seem to be lazy. I have never gotten a response from a Mexican administrator, nor their immediate upstream. I hate to issue blanket statements like this, but again, in my experiences, I have never yet gotten a single response except for one calling me a liar, which I was able to again PROVE to them their involvement(they didn't know how to read headers). Not only does this server allow relaying, it does not show the origination point.
2: ALL mail servers do have the true point of origination in the log files. Good luck getting them to assist you by providing portions of their log file.

Who is the criminal? Strictly speaking: the spammer using spamware and relay-repaying.

Go ahead and consider the domain contact information to be accurate, and consider them to be the spammers. You can forward this to police or FBI, but that would be pointless. File BBB complaints against them instead. Also complain to USA.Net to get the drop box nuked and collect and easy kill. That's the best you can do.

Remember, turn off those automated file attachments. I don't need to see your message done again in crappy HTML. Bill Gates needs to learn what certain ports are for. Email ain't the web, so keep HTML out of my mailbox unless I'm working on a web site.
