This IP address belongs to a customer of a customer, but thanks to
rwhois, you don't know who that is. I, however, can tell you that
that customer is XTS.net, and their abuse contact is: admin@xts.net.
I've forwarded your mail to them though, and they seem to be on top of
things. Hopefully this will get resolved soon.
